Each year, lawmakers across the country introduce and pass hundreds of criminal justice bills—but not all policies promote equity or meaningful reform. Our interactive U.S. map analyzes and grades each state based on the impact of its most recent criminal justice legislation. Using a data-driven scoring system, we evaluate how these laws affect racial equity, income disparities, and overall justice outcomes at the state level. So far in 2025, several states have taken important steps toward meaningful criminal justice reform—passing laws to reduce incarceration, improve transparency, and promote fairness. But progress hasn’t been universal. 10 states have yet to pass any significant reforms this year, and a few have moved in the wrong direction by reinforcing punitive policies that disproportionately harm marginalized communities.
The evidence is clear: Criminal justice reform works. When we plot state policy scores against violent crime rates, a compelling pattern emerges that challenges conventional “tough on crime” rhetoric.
States with stronger reform policies—those earning higher scores for evidence-based approaches like reducing mandatory minimums, expanding diversion programs, and investing in rehabilitation—consistently show lower rates of violent crime. The correlation coefficient of -0.510 demonstrates this relationship isn’t coincidental—it’s systematic.
Progressive states are leading the way: California, New York, and Washington have implemented comprehensive reforms while maintaining public safety. Meanwhile, states clinging to outdated punitive approaches continue to struggle with higher crime rates. Of the states with the lowest policy scores, most also rank among the highest in violent crime.
This data dismantles the myth that harsher penalties equal safer communities. Instead, it reveals what criminal justice experts have long argued: Smart, evidence-based reforms that address root causes of crime—through education, mental health services, and rehabilitation—are more effective than simply locking people up.
The path forward is clear. States that embrace reform don’t just reduce incarceration costs—they create safer communities. The question isn’t whether reform works, but whether lawmakers will follow the evidence or continue failed policies of the past.
